The Dissipation Charge is used by the Rainmaker to clear up rain showers. They can be used by right-clicking on the Rainmaker or by piping them in through BuildCraft pipes. It will only be consumed and used if the machine is not currently charging. The charging time before the Dissipation Charge takes effect is shorter than for the Iodine Charge.
